8 hours, continuity management.

Fixed the threat bar which has been broken since we relocated it’s governing scripts.

Fixed the pause menu’s phase drop down which was surfacing bogus options when the player missed a phase checkpoint in run.

Improved the IsSimFasterThanServer function and made it so that it will not count incomplete sections as potential push targets. Further pushed back against the bug of being able to push partial continuities by making it so that whenever a run completes and there is an incomplete practice cont, the run data is put on the practice continuity. This should only ever trigger the first time a run con is installed.
